01
What does this hire really come down to?
This role requires processing high-volume payroll accurately. You need someone who catches errors in tax withholdings or benefit deductions before money leaves your account. They manage the workflow from data entry to final remittance.
Expect this person to manage complex multi-state filing requirements and union-related fringe benefits. They must verify that timekeeping inputs from field or craft labor match your payroll software output. If they cannot reconcile a variance, they stop the cycle until it clears.
Ask them to explain how they handle a complex garnishment order or how they troubleshoot a stalled wage tax amendment. Challenge them to explain their process for identifying a systemic issue in deduction setup versus a one-off employee entry error. See if they can walk you through the specific logic they use to calculate a multi-state nexus issue.
Ask candidates to bring a redacted payroll register from a past job to the interview. Focus the conversation on their specific reconciliation method. Ask them to point to a complex entry in the report and explain the underlying tax rules that governed it. If they claim they used a system to automate the math, ask them to explain the manual calculation they would use if that system failed or provided an outlier result. You need to know if they understand the mechanics of the ledger or if they are simply a data operator. Ask them to describe a time they had to correct a multi-state nexus error after a payment was already released. Look for a detailed response that covers the amended tax filings and the specific communication they had with the state agency. If a candidate cannot walk you through the specific logic for correcting a payroll error without involving an outside service provider, they will not handle the pressure of this role. Listen for their process in managing union fringe benefit calculations against total hours worked. They must prove they can audit these variables independently. If they describe a process that relies on others for these final checks, you will inherit their oversight burden.
02
What do we check before you see anyone?
First, we confirm they have hands-on experience with your specific payroll software like ADP, Paylocity, or Workday. If they only know manual spreadsheets, they will fail your processing cycle.
Second, we verify their track record with 941 and W-2 filings. We look for someone who has managed both quarter-end and year-end reporting cycles independently.
Third, we test their knowledge of prevailing wage and certified payroll requirements. If your project involves Davis-Bacon standards, they must be able to list the required documentation for union fringe benefits.
Fourth, we review their history of state and local tax agency interactions. They should describe how they resolve notices and handle new-state registrations without needing outside support.
Fifth, we check for active credentials like FPC or CPP. These certifications show they track ongoing federal and state labor law changes.
Sixth, we verify their current capacity for volume. We ask how many employees they supported in their last assignment and if they managed the reconciliation for that entire headcount.
03
Where do we find them?
We source candidates from mid-sized CPA firms or construction companies that handle intensive union reporting. We look for people leaving smaller organizations where they managed payroll as a solo function and seek a larger platform to apply their expertise.
People move when their current software platform reaches its limits or when they want to specialize in complex multi-state tax setups. We also look for those currently stuck in a fragmented processing environment who want to own a unified end-to-end cycle.
04
Which hiring mistakes should you watch for?
- 01Hiring someone who has only handled data entry instead of full-cycle reconciliation and tax filing.
- 02Ignoring the difference between simple salaried payroll and the complexity of prevailing wage and union fringe reporting.
- 03Selecting a candidate who relies solely on software prompts rather than knowing the underlying tax law for federal and state filings.
05
The search in three steps
- 01Define your volume, software, and compliance complexity to filter the initial candidate list.
- 02Interview candidates on their specific experience with tax notices, garnishments, and 941 filings.
- 03Complete reference checks on their accuracy rate and ability to meet strict processing deadlines.
How your Lead Payroll Specialist search runs
How does The Six-Step Search work?
One sequence, from a well-defined seat to a shortlist you can judge.
Search Calibration

Market Mapping
We map the companies and institutions where the right people already work: similar size, similar ownership, similar complexity, in your market and in others.
You get: The target list of companies and institutions we will search, reviewed with you before outreach.
Professional Contact Intelligence
We find direct ways to reach the people on the map. Most are employed and not reading job boards, so reaching them takes real research.
